Personnel management is now an obsolete term. Modern managers prefer calling it Human Resource Management (HRM). Any organization without adequate and well trained personnel is doomed because this is the resource that manages other resources. However, continuous assessment of human resource performance is vital if the organizational objectives and targets are to be achieved at the right time and with the available resources. Effective Human Resource assessment is a tailored process which include planning, monitoring, feedback, onjob training, coaching, mentoring, assessment, re-planning, etc. It is unfortunate that this process has been neglected by most managers. This has resulted into inadequate performance in many organizations. This study was conducted to establish the current assessment system in Government aided schools in Uganda and determine whether the newly introduced system by Ministryof Local Government has been adopted or not.
